EU Regulations
All contracts worth over a certain value or threshold have to be open to competition from organisations across the European Union. Public Sector procurements that fall within the scope of the EU regulations require that the intention to contract is advertised in the Official Journal of the European Union (OJEU).
The Office of Government Commerce (OGC, now now part of the Efficiency and Reform Group within the Cabinet Office) was set up to lead a wide-ranging programme to modernise procurement in government, and deliver substantial value for money improvements.
