Procurement options

Unless you are a very small education organisation looking to implement an interim solution, you will be making a significant investment in an EDRM system/service. You will therefore be likely to exceed the European Commission threshold of £153,376 over five years of the project. You therefore need to follow EC procurement rules or use the Office of Government Commerce S-CAT or G-CAT routes.

OJEC procurement

There are three main OJEC procurement routes.

  • Open tender

  • Restricted tender

  • Accelerated tender

You can also opt to go for a fixed price or negotiated tender. Negotiated tenders are very complex and time consuming and if at all possible you should go the fixed price route.
