All contracts worth over a certain value or threshold have to be open to competition from organisations across the European Union. All such contracts must be advertised using the Official Journal of the European Communities (OJEC).

Système d'Information pour les Marchés Publics (SIMAP) is the official procurement site of the European Union and "aims to support an effective Single Market by encouraging suppliers and contracting entities to adopt best practices and use electronic commerce and information technology to provide all the information needed to deliver value for money in public procurement". The website contains information on public procurement including Thresholds, Guidelines and a Practical Guide on Remedies. The Public Procurement News area of the website contains updates on procurement issues.
Office of Government Commerce (OGC) OGC has been set up to lead a wide-ranging programme to modernise procurement in government, and deliver substantial value for money improvements. Its vision is "To work with civil government as a catalyst to achieving best value for money in commercial activities". The site has an area dedicated to Procurement.
How to publish your tender in the Official Journal (source: EUR-OP - Office for Publications)
Publishing a tender notice in the OJ is free of charge.
The length of the notice should not exceed approximately 650 words.
Notices are published within 12 days (5 days for accelerated procedures) of dispatch to the Publication Office.
Tender notices sent for publication in the OJ must be set out as shown in the model notices published in OJEC editions OJ L328, 28/11/1997 p 0001 - 0059 and OJ L101, 01/04/1998, p 0001 - 0016. OJ L101, 1998.

When the notice is published, a CD-ROM edition of the Supplement to the OJ is sent to the awarding authority.
