This is one of several well regarded texts on systems analysis and design that would be recommended reading for the design team.
Espejo, R. (1989) A Cybernetic Method to Study Organisations. In The Viable System Model. Ed: Espejo & Harnden. Wiley. P361.
The viable systems model is particularly useful in the design and optimisation of complex human activity systems such as a managed learning environment. The text referenced here illustrates its use in a number of different organisational applications.
