Stage 5: Monitoring and Review
The development work undertaken also highlighted the need for the Strategy work to be constantly monitored and managed, otherwise there was a possibility that the appropriate level of progress would not be made and deadlines would slip.
The framework will be revised and updated on an annual basis to reflect its importance and ongoing development. Future programme of work also planned.
Leeds Case Study
The Guidelines described it as an ongoing process to monitor the progress of the projects and evaluate their effectiveness once implemented and to continue to monitor the institutional priorities and external context within which the Information Strategy operated as well as attitudinal and cultural changes in relation to the understanding of information as a resource. In addition this stage included the evaluation of the effectiveness of the Information Strategy itself and revision of the strategy if necessary.
Due to the timing of the case studies there is little information about this stage of the process in them but the intention to do so is there.
This was a real weakness in the process, although the Guidelines have a whole component on monitoring and review there are no metrics or methodology suggested for undertaking the monitoring and review.
Strathclyde University as an exemplar site, produced a case study and practical guidelines for their INSIGHT model, designed to facilitate the evaluation of the costs and benefits of ICT investments in Higher Education.
